There is no national plumbing license and no compact. Reciprocity is a short list of pairs that boards agreed between themselves — Texas with Louisiana and Arkansas, Washington with Idaho, Oregon with Idaho and Montana, Minnesota with the Dakotas — and Indiana and Georgia endorse nobody. Pick your pair; the verdict tells you which door, if any, is open.
Endorsement — the destination board licenses you on your home license, usually after it verifies the license directly with your home board. Rare, and always conditional. Endorsement with exam — your experience counts, the exam still applies. Review — Washington's model for everyone but Idaho: present your license “for consideration”; the board decides what it is worth. No endorsement — the exam route, qualifying on documented experience. Your years still matter there; they just have to be years the board can verify.
Two states break the pattern entirely: California and Florida have no journeyman license to endorse into — your license becomes experience credit toward a contractor/qualifier route. And one rule outranks all of it: a lapsed license endorses nowhere. Reinstate at home first.
