You do not need to be a plumber to own a plumbing company. You need something stricter: a licensed master plumber willing to sit in the legally responsible seat — Texas calls it the Responsible Master Plumber, Minnesota requires a responsible master at all times, Florida runs on qualifiers, California on RMEs. That seat carries the license, the permits and the liability. Check your state before you spend a dollar on logos, trucks or a franchise.
The master of record is not a figurehead. In Texas the Responsible Master must be a master in good standing, carries at least $300,000 of liability insurance, and can serve one company at a time. California's RME must work at least 32 hours a week for the company and can qualify only one active license. Florida's board looks harder when one qualifier tries to carry three or more businesses. The arrangement is the business — which is why “renting a license number” from someone who never shows up is the classic way new owners buy themselves an enforcement case instead of a company.
Franchises do not skip this gate: a Benjamin Franklin shop ($143,273–$286,702 all-in, 6% royalty, per its 2026 FDD as published in FDD summaries) and a Mr. Rooter shop ($79,975–$187,140, 5–7%) both still need the seat filled in their state. The franchise buys a brand and a system. The license is still local, personal, and yours to solve.
