State ladder: apprentice → journeyman → master
Board of Electricians and Plumbers, Professional & Vocational Licensing Division, Department of Commerce and Consumer Affairs (DCCA) runs plumbing licensing in Hawaii. Below: the exact ladder, the transfer doors into Hawaii from all 50 states, the renewal and lapse lines, and the master-of-record rule for opening a company — every figure from the board's own publications, checked October 22, 2026.
State ladder: apprentice → journeyman → master Checked in part Checked October 22, 2026
Checked in part. The DCCA requirements sheet (EP-00, rev. 11/25) states the $40 application fee but not the examination fee (the fee notice is sent to the testing contractor after Board approval) or license issuance amounts, so exam.fee and licenseFee are null. The tail of HAR 16-80-6(g), on restoring a forfeited license after 1 year, was cut off in the retrieved text, so restartText is hedged. Responsible-managing-employee and insurance specifics for the separate C-37 plumbing contractor license (Contractors License Board, HRS ch. 444) were not confirmed on Electricians & Plumbers Board pages.
| The ladder | Hawaii |
|---|---|
| Journeyman credential | Journey Worker Plumber (PJ) |
| Total hours required | 10,000 |
| Classroom hours | not published |
| Apprentice registration | No state registration system |
| Exam | Testing contractor designated by the Board (fee notice sent after Board approval) — The examination fee amount is not stated on the DCCA requirements sheet. Application fee is $40 (not returned by the Board). |
| License fee | Not published |
| Renewal | Every 3 years (renewal fees due before July 1 of every third year; HRS 448E-8, HAR 16-80-6) |
| Continuing education | None published |
| Master credential | Master Plumber (PM) |
Registration, in the board’s terms: Hawaii does not license apprentices or helpers. Experience is gained as a plumber's helper under a licensed journey worker or master plumber and documented on notarized Experience Verification forms signed by each licensed plumber who supervised the work. No classroom-hours requirement applies to plumbers (the University of Hawaii Community College coursework requirement in HRS 448E-5(b) applies to electricians only).
Master Plumber (PM): Be registered as a licensed journey worker plumber in Hawaii or in another state for at least 2 years, or have equivalent experience or education (DCCA requirements sheet).
Pass the master plumber examination after Board approval.
Failure to pay renewal fees or meet continued-competency requirements results in forfeiture of the license (HAR 16-80-6(f)). A forfeited license is not valid for contracting until restored.
Reinstatement: A forfeited license may be restored within 1 year of forfeiture upon compliance with renewal requirements and payment of renewal and penalty fees (HAR 16-80-6(f)).
Past the line: The retrieved text of HAR 16-80-6(g) was cut off at the consequence of failing to restore within 1 year; restoration after 1 year could not be confirmed on a primary source on 2026-10-22 and likely requires a new application and examination.
Hawaii endorses journeyman licenses from: none. The DCCA requirements sheet states verbatim: 'Hawaii does not reciprocate with any jurisdiction.' Out-of-state experience may still be documented toward the 5-year / 10,000-hour journeyman requirement.

The seat: Licensed plumbing contractor (Contractors License Board, C-37) with a responsible managing employee. The journey worker / master plumber license itself does NOT allow contracting: DCCA states that a contractor's license under HRS Chapter 444 (C-37 plumbing classification) is required to contract to perform plumbing work.
